I think that this is a case for reference to the A.C.E.C. for any comments they may have before the draft of the amended code is approved. I don't think that the need for the amendment of the code is so urgent as to warrant our dispensing with the advice of the A.C.E.C. I would, therefore, propose that the amended code should be referred to the A.C.E.C. for any comments, as soon as possible.

In the meantime, we must, I am afraid, ask the Governor for an estimate of the additional expenditure that is likely to be involved by the revised code, and clear the financial aspect with the Treasury on the receipt of this information. There are two small points which might also be cleared up with the Governor at the same time, namely:

(i) Paragraph 7 of the draft revised code should presumably be made subject to paragraphs 5 and 28.

(ii) Part II relating to Provident Funds should set out what would be the position in relation to the Provident Fund of permanent teachers in schools from which grants are withdrawn.

The financial aspect the above two points might be taken up with the Governor by cable.

I do not think that we should trouble the full A.C.E.C. with this. That might in any case be a long process since their normal practice is, I believe, first to have details of this kind considered by their appropriate Sub-Committee. agree, however, that if this can conveniently be done, the nexy African Sub-Committee of the main body should not merely be given copies of the revised Code, as Mr. Robison has suggested, but should be given early opportunity for comment upon that Code. You will perhaps arrange this, if it is possible, with Mr. Robison.

Meanwhile I agree that the points of detail taken in your minute above should be cleared up with the Governor.
